Admin Portal: Enable capability to map DMs to Platform Standardization Frameworks

The functional team is currently working on an effort with all Platforms to build out their standardization frameworks and align these with the delivery maps to showcase go to market methodologies. Would be helpful to bring in these framework to Admin portal to enable easier reporting and integration with other Concourse features. Proposal to create a new library in admin portal for "Standardization Frameworks", and then tag Deliverables in a DM to the L1 or L2 Framework categories.
