Concourse PostgreSQL database does not refresh frequently enough

The Concourse data stored in the PostgreSQL database that's used for Power BI reporting does not refresh frequently enough. In order for this tool to be useful for reporting, the data queried by the default Power BI dataset should be delayed by no more than 15mins-1hr. At best, it would be real-time.
