People Recommendation: If no recommendation is available, tweak current messaging and allow people to sign up

Currently, for tasks where there are no people recommendation, Concourse users see the following message - "Great consultants have great consultants. These PwCers have experience with similar work items and are open to a quick chat."

This is a little odd from an end user experience standpoint. Some folks may believe that it could be an error that people are not being displayed.

Therefore, if there are no recommendations, then this message should be tweaked - if there are recommendations, PwCers with experience will show up, or something to that effect.

Lastly, we should even allow users to signup for being recommended! Great way to get a pool of resources who have volunteered to help fellow PwCers.
