Attach files from any folder within SharePoint

We would like to attach file from SharePoint to Concourse Task, but right now it shows only the "Shared Files" folder is available for us to attach files. As teams are dropping files to different folders, they should have ability to attach those files to Concourse as a link

    What is meant by "tech related issue"? because i am also limited to only attaching from the Shared Files folder.
