Make 'Save to files' feature real time

I have an updated understanding of 'Saves to files' feature today. The 'Save to file' feature is not real time. There was a point in time exercise conducted to import all Connected Source (CS) templates and only those templates are available to templatize in Concourse. This also creates a huge risk with maintaining integrity of the files (assuming a latest version of template was out in Connected Source). This needs to be implemented immediately or else the Save to Files feature should probably be turned off in the interim - 1) to prevent users from using old files and 2) from users creating defects in SNOW since they may see this feature for some CS templates and may not see it for others (if new templates have been added in CS recently)
