Make Concourse available in Offline Mode

With the increase in folks returning to work, we should make concourse available in offline mode. Incorporating an offline mode feature allows Concourse users to continue working and making updates even when they are in a flight or a train. This is especially the time when users plan tasks, catch up on work items, update status etc.
