Concourse & Jira DC Portal

I understand from some discussions with Russell and the team that there are certain delivery maps where the engagement team shouldn't be doing their work without a JIRA instance attached to it. This includes maps like Oracle, as well as others (SAP, etc.?).

Can you explore whether you would want to add validation to a team during provisioning if they say no to JIRA instance creation so it helps guide a team that they likely should have JIRA created?

This may be helpful to users in new global territories that go to implement these maps.
