Ability to set Workspace status as 'On Hold'

Users would like to have the possibility to mark the Concourse Workspace as 'On Hold' for the projects that are stopped, and therefore are neither 'in progress', nor 'completed'. This would also be helpful for recurring engagements when their are in the transition timeframe between the wrap up and the new fiscal year kick off.
