drop down menus should pop over their container (e.g., using React Portals)

Drop down menus in the deliverables view have an awkward pop-down behavior when they're near the bottom of the list. They should pop up or extend beyond the bottom of the container (you could use Portals in the React code to achieve this although I have no understanding of your design).
