Dependency of L4 Deliverable on L5 and L6 Task Completion

Is the progress of an L4 deliverable dependent on the completion of L5 tasks and L6 subtasks?

In other words, do all L5 and L6 items need to be completed for the L4 deliverable to be considered complete?

    No they do not, the status of them is independent.
