Admin Portal Full Stack: Introduce "All" in the territory drop down for assets

As a Concourse Asset manager, I need the ability to select "All" territory instead of selecting one territory at a time. In addition, not having this value will introduce a big risk. If another territory gets added to the drop down, then we'll need to update many of the template territory values that are in Connected Source again.
