Concourse & Jira DC Portal

Be default new L4-L6 work items should be applicable to all global territories that have access to Concourse; if something is territory specific only, then we could select a check box "Not globally applicable", and select which territories would apply from a drop down selection. This will ensure all territories will get content as it is available.
