I need to be able to edit tasks & deliverables in a concourse that has adopted PDM. I think there is balance between standardization and what is actually possible for project teams to follow.
Currently, as an admin on my team's concourse, I cannot create deliverable tasks to track the delivery of our deliverables. The PDM deliverables, although a good gude, are not what is in the SoW and what we actually need to track.
Projects can follow a similar path at a high level but the level of detail that is mandatory and unable to be changed in the PDM model I don't feel is realistic for every project team across practices. We need to be able to update and track our project progress in a way that makes sense to the Statement of Work.
Additionally, not all project can follow the same workflow in Jira. Again, I think there are benefits in standardizing, however, every project operates differently. We need to be able to operate within a template that can be flexible to a project's needs.

Currently teams can edit in Jira Cloud however, some future enhancements that will be coming to the platform like the ability to create deliverables during scoping and use previous scope sound like they will be valuable to you.
