[ConcourseJIRA] Automated Assignments to follow parent

Currently in JIRA from Concourse 2.0, once a plan is activated and populated in JIRA, there are 1000+ tasks that are populated, and assigning the PIC/Dates/Workstreams have to be done individually. A standard automation should be created so that any child issues in JIRA to follow the parent, and any ammendments can be done on the child level individually. This will siginificantly reduce the effort spent on assigning activites in JIRA
