Skip the secondary Offering Group / Sub-Group Page

When scoping with Offerings, the UI could skip the secondary review screen after selecting an Offering Group or Offering Sub-Group if only one selection was made. Clicking only CIO Advisory in the Groups and then having to see that selection again with the 'Start' button when there aren't any other Groups selected feels redundant and could annoy the user. Suggest dynamically skipping this step when a single selection was made.
