Intelligent Scoping: Increase size of summary box for each offering recommended

When users are recommended offerings in intelligent scoping, the text boxes with summaries for why each offering was recommended is small and you can only read the whole text with the tooltip. I would like to be able to read more of the recommendation when looking at the screen
