Update drag experience for Ask Concourse box and offer better sizing

Can we redesign the resizing of Ask Concourse? It is not intuitive to know that a user can drag the size of the box. We should also offer different set widths with the ability to dock the size so you can work in Concourse next to the Ask Concourse chat if you'd like to. This will also help support using page context in the future.
