Indicate to user if there is no content available for their offering

For offering and/or sub-offering, (e.g. lowest level), add a new feature that will indicate to an end user that is scoping with offerings if PDM content is not yet available. This way, as we push users to adopt PDM they are aware if they will not receive curated content for their offering/sub-offering as content will continue to be built out throughout FY26. Solution is needed by Sept. 15 when users from the broader practice start accessing PDM using scoping by offerings.

    Thank you for the submission, Abigail. Our Product team is reviewing and looking at a solution for a 'coming soon' type indicator. We will keep this item updated as this progresses.
