Restrict Project Settings Access While Preserving Automation Use Merged

Put Simply: Explore ways to grant access to Jira project settings while restricting access to the “People” section.

Why it Matters: Allows users to configure automation and settings without bypassing controlled access processes.

Additional Context: Likely requires Atlassian support to introduce new granular permissions.
