Multi-Tech - Workspace set up guidance requirement

Links to multiple areas of Concourse and also Jira Cloud - a requirement to have clear scenario based and Practice approved guidance on scoping and workspace creation flow for multi-tech engagements (both single territory and multi-territory/AC delivery team) - examples already observed in UK (engagement with the US) and BE. Current guidance is provided on a case by case approach which is unsustainable.
