add owners that are not in the Concourse space

Sometimes owners are people that are not going to ever be added to the concourse space as they may be part of the client team or outside leadership. Or sometimes you just need to add a generic client name in as the owner to show that it's not PwC. Please add this functionality

    Closing this item as it is for Legacy Concourse. Please check out the new capabilities with work item management in Jira Cloud and Rovo and utilize tags or fields like the Description for tracking nuanced ownership.
