Action/Decision and Risk/Issues are two tabs in Concourse Merged

I don't understand why Action/Decision and Risk/Issues are two tabs in Concourse. It isn't user friendly to have to switch between tabs in Concourse to see all 4 categories. I'd prefer to have them be all on one page, particularly if you're trying to cover them on a status call live.
