Ability to create a work item in any view mode

Provide an ability for users to create a Concourse a work item in any view mode in the deliverables page. Currently, users can create work items in the "stage" mode.

    Hi everyone! Universal Create has been released! You can now use the plus button at the bottom of your screen to add a Deliverable from any page. Check out the Concourse Guide to learn about everything else you can now universally create!
