Allow clicking of dates in future and past months when using Calendar picker to choose end dates

So many times, I need to click March 1st, but it's February 23rd. But it's grayed out and I have to click > to get to March and then click it. This is a bit frustrating.

This Idea is in relation to our native PMO pages in Concourse which we are no longer supporting. We are currently working on a migration plan for teams with active projects to move to Jira Cloud. Please be on the lookout for the migration communications so you can use the Delivery features found in Jira Cloud.
