Ability to import deliverables into Concourse natively. No Jira needed. Merged

Currently if you want to bulk import/upload new deliverables your Concourse project has to be using Jira. On many engagements the need for Jira is not there or there is not budget for Jira.


Please create a native ".csv" bulk upload/import option for creating new deliverables in Concourse that does not require the use of Jira.
