Provide settings for RAID Merged

As a PMO user, I'd like the ability to customize the drop downs (eg: Escalation level drop down) in Risk to custom values based on my client terminologies/stakeholders. Today that is not possible in Concourse. Allow flexibility to change that in settings

    Thank you for the feedback. Closing the idea, as we will not be implementing this change as we shift teams to Jira Cloud.
