Enable Field Simplification by Issue Type

Allow admins to configure streamlined field sets by issue type, so for example, only key decision fields show when raising decisions.

    Admins can configure streamlined field sets by issue type using Forms. This helps reduce noise and allows for required fields and conditional formatting.
