Proposal support - mini PDM Merged

It would be great to use Concourse to manage bid response / RFP creation: there could be a building block like "Proposal" and inside we have a plan that we follow, built using Pursuit 2.0 best practices to organize a team, complete table stakes risk activities, collect quals, CVs, mobilize around the Approach write up, etc. A plan to follow when we answer an RFI / RFP. We can use light Jira Business template to manage it (or use Concourse Native as is).

    Poor proposal management results in lower win rates and using a globally aligned structure to drive proposals would be beneficial
