Update Japanese Asset on JIRA ticket

We compared the current asset on JIRA and Japanese asset template. Document template contents are quite different between global asset and Japanese template. Could we add Japanese template on JIRA default asset links so that Japan users can easily access to Japanese template? This is not just a language problem, but also quality issue.
