Ability to publish assets that are attached at the Deliverable level rather than just Task level

When creating a golden standard DM, having the ability to add an asset at the Deliverable level so that when published, teams can see those assets would be necessary. There are some deliverables that do not have Tasks but require an asset. There are also cases where an asset is not specific to a single Task but rather is something that would be used for all tasks within a deliverable. In both cases, not being able to publish an asset at the Deliverable level is problematic.
